Is there a 120v/20a female plug that will prevent/suppress an arc when attached to a live circuit

The current female plug is on the end of a live 120v/20a SO cord that is attached to the shore line of an ambulance. When attached to the ambulance, there is normally an arc as the line is powering a 12v battery trickle charger along with various other medical equipment ready chargers.
